It was said that Mr tuke tortured some men in 1988 during the conflict in northwest Somalia, particularly at the area with Ethiopia.
Tuke who is now 71 years old has served as colonel in the Somali national army in the Fifth Brigade.
Mr tuke was living in the US in Springfield, Virginia. He where a local court in Virginia found him guilty of committing torture during the civil war in Somalia.
